TaunTaunGuts, you are probably a rebell lol... Your base score is close to those attackers score. They probably have only high lv troops in a mid level defense base. The matchmaking is not based on HQ a d troops level. If you are Rebel you should find a squad that is able to help you in defending yourself better. See what the last guy who joined our squad said in our line chat:

And i'm not saying simply a squad that's able to donate you high lv troops, i' telling about a defense specialist squad captained by someone with more than a thousand defense wins and a crew that dominates the matchmaking laws to help you having a better and happyer playability on the game.
I feel sad to see so many good active players suffering arround in small squads...

Guys I got two bases one being high level 9 which I've had for over 18 months and a level 5 base which is about 8 months old.... Firstly I've noticed that when being attacked it seems like the system level of players rotate I.e I'll get attacked maybe 10-20 times by really high level players and then the next 10-20 attacks are my level or lower,,, at first I thought am I imagining this but after a 18 months I've seen too many times the same pattern... I've noticed this with my main high level base... Now regarding my level 5 base I have never been attacked by a higher level than what my HQ is.... Not sure why maybe it's just been luck but I've just started the HQ upgrade to 6 and believe this is where it will all change... Personally I look forward to it as my level 5 base rarely loses a defence but is rarely attacked that often.. This base is on 160 defence wins and I look forward to being attacked by higher level players as there's no more satisfaction when a higher level attacker loses to a younger base...
My level 9 base is smashing the defences and won most of its defences when it was a fresh level 9 HQ with all else at level 8 but was beating high level 9 attackers and some good level 10 attackers from some top squads paying me 46 Medels a time....
So guys if you struggling to win defences against these higher level players then you need to perfect your base layout...
If you think I'm lying check my post under 'Rate my early level 9 base' and there you will see my progression in Medels and defence wins simply cause I had perfected a great defence base that changed my ratio success...
All the best guys don't get disheartened just keep evolving yr base till you crack there attacking forces...

I'm playing as Empire on both of my tablets. While I can appreciate the effective strategy behind base designs, it's not going to help me against a level 9 or 10 rebel attack against my level 5 empire base. I've got all of my shields and turrets maxed out, and the attackers will place just a few heavies with medic droids outside of my turrets - by the time I can kill even one of their medic droids (because there's no way to kill a level 9 Vanguard with medic droids with a level 5 base), they've destroyed everything in the base.

This level 5 base of my has about 150 defensive wins, but mostly due to the odd-ball level 5-6 army that attacks and gets wiped out by my speeders. I just don't feel that it's remotely fair to ever have a level 9 or 10 attacking a level 5 base, regardless of what their medal count is. I've taken on plenty of level 7 attacks and won - and I'd be OK with that, but a level 9/10 attack is just outrageous.

I agree that it is outrageous and developers should not allow a lv9 attack a lv5, or, at least put a beefy medal loss for doing it in case of loosing (adjust a multiplyer as the hq difference among players x the medal prize)...
In fact, most of the times it is a matchmaking situation. Those guys attacking you with lv9'troops usually have only lv9 HQ, SC, Research lab... And not a fully lv9 base. That makes they're base level point similar to other lv5-6 guys and puts one against each other... It is stupid? Yes, you bet it, but that's what developers made since september 2015...

The rule of thumb is to have just about everything at the highest level it can be before upgrading your HQ. Those, for example, who have a level 9 HQ yet still have level 5 and 6 buildings will get wasted by higher levels.

Yeah TaunTaunGuts that is surprising and very unfair. Again...what are the rules for matching. They need to be more transparent about this.

For JayJack and Eclampsiums...what are the first buildings you upgrade following an HQ upgrade? I'm assuming Squad Center first, Transports second, Research third, maybe Hero command? What next so that you aren't pitted against higher level opponents. Btw, I use JayJacks defense layout. I'm an extremely high level 9. Thanks for any advice you may have to share.

Unfortunately I'm one of those level IX guys that sometimes hits your base and I'm a balanced base with everything upgraded pretty equally. It happens most frequently during conflicts when matchmaking gets opened up to much in my opinion. Trust me, I don't want to hit your base but when I get in a matchmaking queue with lower bases it doesn't seem to matter how many times I hit the skip button (at 1000 credits each time) all I see is lower level bases over and over. If I just hit the base it seems to reset matchmaking and I will go back to hitting peer level bases again (at least for a while before the cycle starts over again). doesn't make it any easier to see high level troops walk over your base, but take some comfort that it happened to us too when we were in your shoes and it isn't a thing most of us would do given the choice. I personally vote for more dev bases and tighter matchmaking as the solution. Dev bases have crappy loot, but so do lower level bases and I would rather fight a peer level base for 2K credits/alloy than roll an actual player that we need to build the next wave of players vs beating them down.

It depends very much on the planet you are, population etc. If there very few opponents available you get to matched to higher/lower opponents on both defence and offence. Especially on Windows version of the game where populations are much lower (not so much with Android).
