If you look at the war queue on gsow.net and also from experience, there are obvious faction imbalances in terms of total squads and there's also a mix issue. The Imperial squads skew younger or basically the imbalances in overall squad numbers are at the lower end. New players/squads. That means that any squad having just 1 or 2 Prestige players in the mix, get matched upward in general. If you enter a rebel squad with level 10 and below, especially with a mix between level 4 and 10, and medal counts below 10K will find tons of matchups on the Imperial side. That mix is the majority of the Imperial squads in the war queue.
That said, any squad that has at least 6 players level 9 to 10, can at least tie the opposition, as long as the rest of the squad knows how to handle outposts. Honestly, most of the outposts are a joke. Dandoran, Yavin, Er'kit and Hoth are very easy to take. Hoth especially. If Takodana or Tatooine are in play, getting a 45-45 tie with an all Prestige squad is very doable. Most of these all Prestige squads are a mix of full Prestige and rushed Prestige. Only the top 100 squads will be tough to tie or beat, even with a mismatch on paper. The rushed Prestige bases grade out to level 9's and 10's in most cases. A level 9 player with Takodana or Tatooine outposts in hand, can take down any base short of a maxed out Prestige base. If that player has high level MTT's, ITT's or A5's, then they will have a 50/50 shot of taking down a full Prestige base. Yavin also helps in that regard, since starships can do so much damage with that outpost.
