yep, flip the wall segments and the perimeter buildings, that might help a bit.
You need to decide what you want your base to do.
Do you want to:
1. Win Heroic Defense? I.e., yield less than 30%?
2. Win in PvP? I.e., deny even one star?
3. Protect resources?
Each of these drives to a different base layout.
Not level 9, but see mine (DarkLords, TK-TB51) - it's designed for the first two - I usually get low 20% numbers for HD, and win about 80 to 90% of my PvP defenses.
I explicitly surrender my resources - as a Prestige level player, they don't matter.
My war base is somewhat different - and since we're not in a war, I can't show it to you. But it's a similar overall distributed design.
EDIT: for example, I was just hit for an attack, 1% win, but he got 45k of contraband. I'll take that as often as you want to do it.
