WELL... I have changed my "strategy".
After making several attempts on all unlocked Green Planets and Hoth with limited success, I found I could not do consistent 2-Star (minimum) Attacks - that is - I have not found a "Unit Loadout" which seems to work on all Planets which does not require the use of the SC and/or more than 4 Fang Fighters. With the lack of Dev Bases (for my HQ 11) and lack of "doable" Bases (for my HQ 8), coupled with the 1 Step Forward - 2 Steps Back "progress", I decided to have both my HQ 11 and HQ 8 back to grinding on Tatooine and Er'Kit and work on getting into UCL on those 2 Planets.
My HQ 6 might be able to get into Bronzium II or Bronzium I on 3 Unlocked Planets (Tat, Kit, Tako) by end of Conflict so I will keep trying for that account.
AND SO... The Great Frag Chase / Grind continues...
These kind of conflicts for the same unit in all planets are stupid, and having to grind for defensive units also annoys me when all I want are offensive units that allow me to win attacks against full live bases and not only Dev bases...
I'm sitting my Imperial HQ 11 on Kit, but only 7 defenses in 2 days. It's where Rebels find more Dev bases, is stupid Imperials camping there, I will move to some green maybe Yavin where I can attack dev bases with +1000 gears and see what I can get to help in my 137/180 frags for Level 9 Sniper GR.
Not playing with my Rebel HQ 11 and Rebel HQ 8, I don't have Sharp GR unlocked for both. The fun for this conflicts is with my HQ 6, with 5/50 for Sharps Level 5, I need UC on Tat, Obsidian on Tako and Bronzium I on Yavin, my 3 planets. Good, we still have 1 week ahead if I fail on these planets.
