That way you can still attack just for resources (albeit at a reduced rate if you fail) and the defender gets a bonus if they can keep you from winning.
Loot values are already cut..you can take only about 20% of enemy storages. Do you consider that there are games out there where you can lost EVERYTHING when attacked?
